The current system is reliable
In general, Alpiq is of the opinion that the current contribution system with regular cost calculation adjustments – most recently at the end of 2011 for the period from 2012 to 2016 – has proven to be reliable. ENSI (Swiss Federal Nuclear Safety Inspectorate) also comes to this conclusion in its review of operators’ cost studies (see ENSI media release, dated 5 Nov. 2012). According to the Nuclear Energy Act, nuclear power plant operators must fully cover costs for decommissioning and disposal in all cases. The proposed adjustment of parameters will not affect this legal premise.
Alpiq points out that a fixed uncertainty allowance will have considerable financial impacts. An initial assessment indicates that additional costs from participations in the Gösgen and Leibstadt power plants would amount to about 15 million CHF per year.
